The eight-working-hour OEMS rule and how to issue proceeds realisation certificates safely.
Bangladesh Bank can't stand at every branch counter. It watches exports through OEMS, so the data must be fresh. And when money arrives, the exporter often needs proof, the PRC, to claim duty benefits.
Two short rules, both with big consequences if ignored.
Banks must report export contracts/LCs received and export proceeds received to OEMS within eight working hours.
An export LC arrives at 3 pm on Thursday. Friday and Saturday are weekends, so they don't count. The rest of Thursday's office hours count, and the clock runs out on Sunday. Don't leave it for Monday!
ADs will report information on the receipt of contracts/LCs and export proceeds to OEMS of Bangladesh Bank not exceeding eight working hours.

A PRC (Proceeds Realisation Certificate) proves that export money has arrived.
A customer asks for a PRC "a little early, because the money is coming next week". The answer is a polite no. A PRC certifies money that has arrived. It is also used to claim duty benefits, so a false PRC is a serious matter.
ADs shall follow the instructions in case of issuance of PRCs as under:
(a) ADs shall use prescribed proforma (as per Appendix-8) to issue PRCs for proceeds realized against direct exports using OEMS while prescribed proforma (as per Appendix-9) shall be used to issue PRCs for proceeds realized against deemed exports using OIMS.
(b) Head Office/Principal Branch of the AD shall send updated list of its officials along with their specimen signatures, PA nos. and phone numbers who are authorized to sign PRCs to the Offices of the 'Bond Commissionerate' and 'Duty Exemption and Drawback Office (DEDO)' from time to time for verifying the genuineness of issued PRCs.
(c) ADs are advised to exercise utmost caution in issuing PRCs to avoid any possible misuse. Any irregularity shall be treated as violation of Bangladesh Bank's instructions. ADs are also advised to extend their full co-operation to different government agencies regarding verification of any PRC if approached.
