When less goods are shipped than planned (short shipment), or nothing ships at all (shut out), what counts is the shipping information in the Bangladesh Customs online system. It is treated as final for OEMS reporting.
Before asking Bangladesh Bank to correct anything, the bank must check the Customs online data first.

The EXP says 1,000 cartons, but only 950 fitted in the container. Customs' online data shows 950. That's the figure that counts. No need to argue with Bangladesh Bank; check Customs first.

Shipping information which is available in online system of Bangladesh Customs shall be treated as final for reporting in OEMS. ADs shall check authenticity of the shipping information from online system of Bangladesh Customs Authority before sending any correction request, if necessary, to Bangladesh Bank.

If goods are lost in transit and not yet paid for, the bank must make sure an insurance claim is filed as soon as the loss is known. On the back of the EXP form, the bank writes (with stamp and signature) that the shipment was lost, plus:
a) the amount of insurance and its currency,
b) the insurance company's name,
c) where the claim is payable.
If the claim is paid in foreign currency, it comes through the designated bank, which notes it on the EXP and reports to Bangladesh Bank.

A container of frozen fish, sent on collection terms and not yet paid for, is lost in a storm. The exporter's cargo insurance covers the loss. The insurance money now takes the place of the export proceeds, and it must come home through the bank.

If shipments from Bangladesh are lost in transit for which payment has not already been received either by a direct remittance or by negotiation of bills under an LC, the AD must see that an insurance claim is made as soon as the loss is known. The relative EXP Form should contain a statement on the reverse thereof, under the stamp and signature of the AD that the shipment has been lost, together with the following particulars regarding the insurance covering the shipment:
(a) Amount of insurance (including currency in which drawn).
(b) Name of the Insurance Company.
(c) Place where the claim is payable. Where the claims are payable in a currency other than Taka, they should be realized through the designated ADs who, on satisfaction of the claim, should certify note on the EXP Form and report to Bangladesh Bank.

Every month, by the 10th day, banks must upload information on overdue EXP forms to OEMS, with:
the reason for the delay,
what has been done to get the money,
any court case status.

On 9 March, Karim's team reviews every overdue EXP: one buyer is bankrupt, one paid partly, one is in court. All three go into OEMS on time, with the reasons. A clear report today saves a long letter tomorrow.

Now a paragraph of its own (from FE Circular No. 49, December 2025, and FEPD-1 Circular No. 05, January 2026). When a foreign importer claims a discount on shipments of ready-made garments, leather goods, jute goods, ships, frozen shrimp and fish products, the case goes (in the Appendix-7 format) to the Discount Committee through Foreign Exchange Policy Department-1 at Bangladesh Bank's head office for a decision.
Before sending it, the bank must be satisfied that the claim is genuine and has merit.

A buyer says 5% of the shirts had the wrong colour and offers to pay 10% less. Before the case goes to the Discount Committee, the bank checks the inspection report and photos. Is the claim real, and is 10% fair for 5% faulty goods?
